Luna Innovations, a global leader in advanced fiber optic-based technology, has announced the immediate appointment of William L. Phelan as its new Chief Financial Officer and Chief Accounting Officer. Mr. Phelan succeeds John Roiko, who returned from retirement in May 2024 and played a vital role in establishing a strong foundation for the company’s future growth. Following this transition, Mr. Roiko will move into a consulting role to assist with the ongoing restatement process.

Mr. Phelan brings over 25 years of extensive financial and accounting leadership across various industries. In his new role, he will oversee financial strategy, accounting operations, and regulatory compliance while playing a key part in advancing the company’s financial and strategic growth. Since May 2024, Mr. Phelan has been a full-time advisor to Luna, providing him with valuable insights into the company’s operations and positioning him to make an immediate impact on its success.

Before joining Luna, Mr. Phelan served as Chief Accounting Officer at MiMedx Group, Inc., where he led financial restructuring, SEC compliance, and internal controls. His career also includes leadership roles in financial planning, technical accounting, and regulatory reporting, where he worked with both public and private companies to enhance governance and optimize financial performance. Mr. Phelan holds an MBA from Pennsylvania State University and a Bachelor of Science in Business Administration with a focus on Accounting from Shippensburg University. He is a Certified Public Accountant in Pennsylvania.
