Infra Pipe Solutions Ltd Names Jimmy R. Herring as New CEO

Infra Pipe Solutions Appoints Jimmy R. Herring as Chief Executive Officer, Signaling Bold Strategic Shift and Growth Ambitions

Infra Pipe Solutions, a leading North American manufacturer specializing in High-Density Polyethylene (HDPE) pipe and conduit, has announced a significant leadership transition as it embarks on an ambitious new phase of expansion. The company has appointed veteran industrial executive Jimmy R. Herring as its new Chief Executive Officer, effective immediately. Herring steps into the role following the tenure of outgoing CEO Bill Donaldson, whose leadership helped position Infra Pipe as a major player in the infrastructure materials market.

The appointment comes at a pivotal moment in the company’s evolution. As North America faces a critical need for water infrastructure upgrades and sustainable construction solutions, Infra Pipe is responding with both strategic investments and top-tier leadership to meet this growing demand.

A Leadership Vision Built on Experience

Jimmy R. Herring brings with him a distinguished career shaped by leadership positions across Fortune 100 corporations, startup ventures, and private equity-backed manufacturing firms. His extensive experience spans the full breadth of global operations, including supply chain optimization, industrial production, and customer-focused innovation. Over the years, Herring has consistently demonstrated the ability to manage complex operational challenges and deliver scalable, long-term growth across multiple sectors.

“Jimmy’s deep-rooted executive leadership and operational expertise, combined with his superior track record of execution, make him the ideal CEO to lead Infra Pipe into our next era of growth,” said Greg Powell, Chairman of the Board at Infra Pipe Solutions. “His disciplined approach to strategy, business development, and talent management will position the company to deliver long-term value benefitting customers, employees, and shareholders.”

Powell added that Herring’s appointment marks more than just a routine executive change—it represents a turning point in the company’s history. “This appointment marks an exciting new chapter in our company’s story, and I look forward to partnering with Jimmy as he leads us along the path to a promising future.”

At the same time, Powell extended his gratitude to Bill Donaldson for his service and leadership. “We want to thank Bill for his many contributions that have helped Infra Pipe become the prominent company it is today,” he said. Donaldson’s tenure saw the company solidify its position in Canada and the U.S., expand its manufacturing footprint, and align with critical trends in sustainable infrastructure development.

Infrastructure Trends Demand Scalable, Sustainable Solutions

Infra Pipe Solutions operates at the heart of one of the most important transformation stories in the 21st century: the renewal of North America’s aging infrastructure. Across the continent, municipalities, utilities, and private developers are undertaking massive capital projects to replace deteriorating pipelines, stormwater systems, and industrial conduits. Climate change, urbanization, and growing population densities are all putting added pressure on existing infrastructure, demanding more resilient, efficient, and eco-friendly solutions.

HDPE piping—lightweight, corrosion-resistant, and durable—is increasingly seen as the preferred material for these applications. Compared to traditional materials like concrete, PVC, and metal, HDPE offers a longer service life, greater flexibility, and reduced installation costs. It is also more sustainable, with the potential for high recyclability and lower overall carbon footprints in both production and use.

With six production facilities across North America—including its newly acquired flagship site in Jacksonville, Florida—Infra Pipe is strategically positioned to support infrastructure modernization projects throughout the U.S. and Canada. The Jacksonville facility represents a major step forward in the company’s ability to serve high-growth regions in the southeastern United States. It is the only solid-wall HDPE production site in Florida and the largest plant in Infra Pipe’s growing network.

Recent Acquisition Underpins Growth Strategy

Herring’s appointment follows a major shift in the company’s ownership. In November 2024, Infra Pipe was acquired by funds managed by affiliates of Fortress Investment Group, a prominent global investment manager with a track record of revitalizing and scaling industrial and infrastructure companies. Fortress’s acquisition signals a strong vote of confidence in Infra Pipe’s market potential and is aimed at accelerating the company’s long-term expansion plan.

At the time of the acquisition, Fortress announced its intention to invest in expanding Infra Pipe’s geographic footprint, product line, and operational capacity. With demand for water infrastructure, stormwater management, and sustainable development materials at an all-time high, Fortress views Infra Pipe as a core platform for addressing these needs through innovation, efficiency, and scale.

With Fortress’s backing and Herring’s leadership, the company is expected to move aggressively to capture market share in both existing and emerging segments.

A CEO’s Vision: Expansion, Innovation, and Leadership

In his first public remarks as CEO, Herring laid out a bold, clear, and forward-looking vision for Infra Pipe Solutions. He expressed both excitement and confidence about the company’s trajectory, emphasizing his commitment to innovation, operational excellence, and customer-centric growth.

“I am incredibly excited to join Infra Pipe Solutions and help guide the company into its next phase of growth and innovation,” Herring said. “The demand for our products is only increasing as public and private sectors invest in infrastructure to replace aging systems, meet the demands from construction related to population growth, and address emerging water quality and sustainability challenges.”

Herring pointed to an array of growth levers the company will pursue under his leadership. These include investing in new manufacturing technologies, expanding the company’s product range, strengthening customer partnerships, and developing internal talent.

“My vision is to boost our manufacturing capabilities and broaden our suite of products to better serve our clients,” Herring added. “I am confident that by leveraging our strengths—including our great team—and embracing new opportunities, we will build upon our market leadership position to become the leading supplier of HDPE pipe and structures in North America.”

A Market Ripe for Disruption

Industry analysts note that the HDPE piping market is poised for substantial growth in the coming decade. According to market research, the North American HDPE pipe market is projected to grow at a compound annual growth rate (CAGR) exceeding 5% through 2030, driven by infrastructure legislation, sustainability mandates, and urban development.

The Infrastructure Investment and Jobs Act (IIJA) passed by the U.S. Congress in 2021 allocated over $50 billion toward water infrastructure improvement. A significant portion of that funding is being funneled into replacing outdated water distribution and drainage systems—precisely the market where Infra Pipe operates.

With this backdrop, Herring’s leadership credentials seem particularly well-suited. His experience in scaling production networks, integrating operations, and driving results in competitive industrial markets will be key as Infra Pipe aligns with these macroeconomic trends.

Commitment to Talent and Community

In addition to focusing on external growth and operations, Herring stressed the importance of company culture, talent development, and local engagement. “As we scale, we must ensure that our values and commitment to quality remain consistent across every facility and market we serve,” he said.

This includes investing in workforce training, enhancing workplace safety, and building partnerships with local communities around its facilities. Infra Pipe is also expected to double down on its ESG (Environmental, Social, and Governance) commitments as part of its long-term strategy.

With new leadership, fresh capital, and a strong foundation built over the years, Infra Pipe Solutions is poised to play a defining role in North America’s infrastructure renaissance. The company is emerging not just as a supplier, but as a strategic partner to governments, contractors, engineers, and developers seeking to build resilient systems for the future.

As demand accelerates and competitors vie for share in this rapidly evolving sector, all eyes will be on how Herring and his team execute on their vision. If early signals are any indication, Infra Pipe is gearing up to lead from the front.
